Most council votes are unanimous, so these columns look only at the split votes: decisions with recorded nays or a councilor named as voting no, while the councilor served and wasn’t named absent. In the minority counts the times the minutes name them on the losing side: voting no on a motion that carried, or yes on one that failed. The minutes usually name only the losing side, so we never infer anyone’s vote. A rate is shown once a councilor has at least 20 split votes. Attendance counts the council meetings held while each councilor served (from the minutes we have) and reads their opening roll call. The percentage is present out of the meetings we could verify. Meetings we couldn’t verify automatically, usually because of an unclear scan, are never counted as absences; see them and help check the minutes. How these are counted
