The city charter, Section 9-18, mandates that all municipal member bodies develop and adopt rules or policy for public input.
In
Out
0:37
We have adopted such a policy which, in short, provides for citizen input on planning board-specific matters at the end of the meeting.
In
Out
0:44
There's a sign-up sheet that's located in the back of the room.
In
Out
0:48
Uh, we've got Craig Salvador with us from Fall River TV, Dan Aguiar, City Engineer.
In
Out
0:55
Felicia Parker, the Recording Clerk.
In
Out
0:58
We've got, uh, attend— uh, Gloria?

In

And I, John Ferreira, am present.
In

1:12
All right, on the old business, number 1, roadway reconstruction, Spring Street.
In
Out
1:19
Section 66-185 City Ordinance, considering the roadway reconstruction plan and profile of Spring Street.
In
Out
1:27
This petition was previously tabled at the April 13, 2026, May 13, 2026, and June 10, 2026 meeting at the request of the applicant.
In
Out
1:41
Mr. Aguiar.
In
Out
1:43
Um, so again, the applicant is requesting that the matter be tabled again.
In
Out
1:46
They do have soil testing scheduled for the 16th of July.
In
Out
1:51
We had asked them to get some information regarding the drainage system and some test pits.
In
Out
1:56
So they'll be getting that done next week.
In
Out
1:57
So I would anticipate they would have something back into us for the August meeting.
In
Out
2:01
So with that, I would recommend the matter be tabled.
In
Out
2:03
All right, do I have a motion to table the matter till the following meeting?
In
Out
2:07
I motion to table.
In
Out
2:08
Second the motion.
In
Out
2:10
Second by Michael.
In
Out
2:13
All in favor?
In
Out
2:13
Beth?
In
Out
2:14
Yes.
In
Out
2:15
Gloria?
In
Out
2:16
Yes.
In
Out
2:16
Orlando?
In
Out
2:17
Yes.
In
Out
2:17
And Michael?
In
Out
2:18
Yes.
In
Out
2:18
And myself vote yes as well.
In
Out
2:20
Under new business, citation presentation of a citation recognition of service to the Fall River Planning Board, Mr. Mario Luciola.
In
Out
2:30
I believe we have the man here.
In
Out
2:38
So, uh, first of all, I've known Mario for a long time.
In
Out
2:42
He lives right down the street from me, uh, and his efforts on the planning board over 19 years are exceptional.
In
Out
2:50
He's done a great job representing the city with class, dignity, and professionalism.
In
Out
2:56
He's always there when you need him.
In
Out
2:58
He's, uh, his role on the planning board is minor compared to what he does for the Italian community in the city of Fall River.
In
Out
3:05
Whether it's his dinners, whether it's his trips down to Bicentennial Park to honor those that have passed away.
In
Out
3:11
He's done great, great things for the city of Fall River, and the city does not want to let that go unacknowledged.
In
Out
3:17
So in honor of that, in honor and recognition of his 19 years of dedicated service and commitment to the city of Fall River Planning Board, the citizens of Fall River want to extend him their best wishes and express their heartfelt continued good faith and success in all he does.
In
Out
3:33
Congratulations, Mario.
In
Out
3:40
You want to say a few words, Mario?
In
Out
3:46
That'd be great.
In
Out
3:47
The only thing that I can say, I say to the guy up above, when I drive home from the lottery in Brantley, I didn't know where I was.
In
Out
4:01
At that time, I had 4 heart attacks.
In
Out
4:04
I found on my car head Dr. Schwartz's number, so I called him and I says, I don't know where I am.
In
Out
4:13
I says, I know.
In
Out
4:14
He says to me, I know where you are.
In
Out
4:16
You're going to come up to my office right now.
In
Out
4:19
That was the news.
In
Out
4:21
And I spoke to the guy up above.
In
Out
4:23
I says, I'm not ready to come up yet.
In
Out
4:25
He says, I don't need you.
In
Out
4:26
I'm having too many pain here, so I need to stay away.
In
Out
4:31
And I talk positive, one day at a time.
In
Out
4:34
You know, my daughters, my friends, throughout.
In
Out
4:38
Do I miss— do I miss this place?
In
Out
4:40
Do I miss all of you?
In
Out
4:41
Yes.
In
Out
4:42
Do I miss the city of Faribault?
In
Out
4:44
No, I'm here for the city and I'm here for all my friends.
In
Out
4:48
So again, I think one day at a time and I think everything positive.
In
Out
4:55
People ask me how old am I. I told the guy before I left, Clifton, he says he was 72, and he says, I'm old.
In
Out
5:08
Next year I'm going to be 90, and in good health, because all the friends, all the family that I have, They didn't give me nothing but strength to be around and not to say, I can do it.
In
Out
5:25
We'll do it.
In
Out
5:26
If I can do it, I got family and friends that are there for me.
In
Out
5:31
And I always want to be there for them.
In
Out
5:34
And the city of Far Rockaway, since 1954, I say this is my home.
In
Out
5:42
And I never want to say I don't want to leave it forever.
In
Out
5:45
And the guy up above us says, no, they need you.
In
Out
5:49
I don't need you up here.
In
Out
5:51
Stay in good health.
In
Out
5:52
But thank you.
In
Out
5:53
It's good to see all of you.
In
Out
5:55
So good.
In
Out
5:56
Congratulations.
In
Out
5:56
Yeah, congratulations.
In
Out
6:00
I'm going to give you one good Mario and Luciola story.
In
Out
6:03
Uh-oh, here we go.
In
Out
6:05
I was— I used to sit on the other side of these tables, but I remember during a COVID meeting, Patty was the clerk.
In
Out
6:10
You see some of her Christmas decorations in the back.
In
Out
6:12
And the COVID meetings were fantastic.
In
Out
6:14
So before the meeting, we're all logging on and we're just making small talk.
In
Out
6:18
Here comes Mario walking out of his kitchen, glass of red wine in his hand.
In
Out
6:23
Salute before the meeting.
In
Out
6:24
He was so happy.
In
Out
6:26
That's what I remember.
In
Out
6:28
Always a smile, always a glass of red wine.
In
Out
6:31
And, uh, you are missed.
In
Out
6:33
You are missed.
In
Out
6:33
But we're glad you're still here.
In
Out
6:34
Thank you so much.
In
Out
6:35
Thank you.
In
Out
6:36
It was an honor being on the board with you, my friend.
In
Out
6:38
Sure was.
In
Out
6:39
It was an honor for me.
In
Out
6:41
I still have been honored.
In
Out
6:42
I know.
In
Out
6:42
Thank you.
In
Out
6:43
You still use your pen?
In
Out
6:46
We all have them.
In
Out
6:47
Anytime, anytime.
In
Out
6:49
Oh, a lot of pens.
In
Out
6:49
They pay you?
In
Out
6:51
They didn't pay you?
In
Out
6:52
I get all this.
In
Out
6:53
I'll write you a check with it.
In
Out
6:57
Thank you very much.
In
Out
6:58
Thank you.
In
Out
6:58
It's good to see all of you.
In
Out
7:00
I was lucky enough, and I get myself lucky with family, good family, good friends.
In
Out
7:07
When I look at each and every one of you, Not only my friend, my good friend, the man, you're my family.
In
Out
7:15
That's the way I look at it.
In
Out
7:17
And I want to keep going there.
In
Out
7:19
We feel the same way.
In
Out
7:19
Keep plugging along.
In
Out
7:21
You are loved by many people.
In
Out
7:22
Good health.
In
Out
7:23
You'll never say where, what are they, where they are, and where they are.
In
Out
7:29
Every day of my life, always think about the past and the future.
In
Out
7:34
I love you all.
In
Out
7:35
Thank you, Mario.
In
Out
7:37
Bye, Mario.
In
Out
7:38
Very nice, very nice.
In
Out
7:40
It was a great speech.
In
Out
7:42
Very nice, very nice.
In
Out
7:43
Let's go get a glass of wine.
In
Out
7:49
Salute.
In
Out
7:50
Okay, thank you.
In
Out
7:51
Don't forget the same size when you come up.
In
Out
7:53
Okay, thank you.
In
Out
7:54
Thank you, thank you all.
In
Out
7:56
Love you all.
In
Out
7:56
Thank you.
In
Out
7:57
Thank you.
In
Out
7:59
All right, that was, uh, that was a pleasurable treat seeing Mario again and walking in on his own and being missed for so long, but he won't be forgotten.
In
Out
8:13
All right, go back to, uh, new business.
In
Out
8:16
Form A, application for endorsement of plan believed not to require approval, and our plan of land, file number 26-1682.
In
Out
8:25
Owner applicant, Resendiz Residential LLC.
In
Out
8:28
Stephen Resendiz, manager.
In
Out
8:30
Property location, 200 Highcrest Road.
In
Out
8:34
Assessor's map, U-19, lots 0017.
In
Out
8:42
So this is an approval not required plan on plan.
In
Out
8:46
Um, these applications had actually gone before the, um, zoning board of appeals and denied.
In
Out
8:56
Um, part of the reason that they were denied was that they could subdivide the lot and be in compliance with, with the zoning bylaw, and get an additional lot out of it.
In
Out
9:06
At that time, there was a conversation about constructing 3 single-family homes, and that's what they needed the relief for.
In
Out
9:12
The neighbors were opposed to that, the board was as well.
In
Out
9:15
So, we denied that petition.
In
Out
9:17
And now, he's just moving forward with a normal ANR plan.
In
Out
9:21
It meets all the requirements for area and frontage for the S zoning district of 100 feet of frontage and 12,000 square feet meets all of the building setbacks as well.
In
Out
9:31
So with that, I would recommend that the plan be endorsed.
In
Out
9:37
Funny concoction to get that 107 though, on the front.
In
Out
9:40
Well, it was, and be able to meet all the side yard setbacks.
In
Out
9:44
And yeah, it's not easy, but we make sure that they, that they met them all.
In
Out
9:51
Any comments or questions by the board?
In
Out
9:54
Gloria?
In
Out
9:55
Michael?
In
Out
9:56
No questions.
In
Out
9:57
Orlando?
In
Out
9:57
No questions here.
In
Out
9:59
All right, do I have a motion to approve or deny?
In
Out
10:04
I'll make a motion to approve the AMR plan as submitted.
In
Out
10:07

In
Out
10:27
We're going to go to approval of the minutes of the meeting.
In
Out
10:31
I believe everybody's got a copy.
In
Out
10:33
Uh, we'll go with the first one, the May 13th, which I was at.
In
Out
10:38
Um, who was— Mario was the only one that was missing.
In
Out
10:42
Do I have a motion to accept the May 13th minutes of the meeting?
In
Out
10:48
I motion to accept the, uh, meeting minutes.
In
Out
10:52

In
Out
10:58

In
Out
10:59

In

In
Out

In
Out
11:21
Do I have a motion to approve the minutes of the meeting?
In
Out
11:28
I'll make a motion to approve the minutes of the June 10th meeting.
In
Out
11:33
Gloria?
In
Out
11:34
I second the motion.
In
Out
11:35
Orlando?
In
Out
11:39
All in favor?
In
Out
11:39
Gloria?
In
Out
11:40
Yes.
In

11:40
Beth?
In

In

Yes.
In
Out
11:43
Michael?
In
Out
11:43
Yes.
In
Out
11:44
And I, John Ferraro, vote yes as well.
In
Out
11:47
Uh, what's that?
In
Out
11:48
Citizens input?
In
Out
11:49
I don't believe we have any.
In
Out
11:51
Danny, you got anything to say?
In

11:52
Nope.
In

Okay.
